THEY'RE ABOUT 30% OF OUR STUDENTS WHO GO TO MARYSVILLE SCHOOLS. SO THE MARYSVILLE SCHOOLS HAVE ATTACKS OF ABOUT 34% THAT'S WHAT THEY GET FROM THESE DEVELOPMENTS. AND THEN THE CITY HAS ABOUT 66. AND WHAT I UNDERSTAND THAT THE 66% THIS IS ALL GOING BACK TO HELP. UM YOU KNOW, PAY THE DEBT OF THE WATER TREATMENT PLANT. BUT WHAT THE CONCERN IS FROM SOME OF THE PARENTS IS THAT IF THIS LEVEE DOES AND PASS, IS THERE A WAY FOR THE CITY TO WORK WITH THE SCHOOLS IN REGARD TO THAT PERCENTAGE AMOUNT BEING ADDRESSED AND CHANGED. I KNOW IT WAS A LONG TIME AGO WHERE THIS CAME INTO PLACE, BUT IT SEEMS TO BE PULLING A LOT OF STRINGS ON PEOPLE WHO ARE FIGHTING BACK AND FORTH AND THINKING IT'S NOT FAIR THAT ONE RESIDENTIAL AREA IS PAYING MORE TO THE SCHOOL THAN OTHERS. HAD THAT NOT OCCURRED BACK IN 4 4005 THEY WOULDN'T EXIST TODAY, BUT THE YOU KNOW, EDUCATE MORE. MAYBE SINCE IT WAS SO LONG AGO THAT'S UP TO THE SCHOOL SYSTEM. IS IT UP TO THE CITY TO EDUCATE? BEFORE WE TALK ABOUT TIFFS. LET'S DISCUSS HOW SOME DIFFERENT GOVERNMENTAL ENTITIES ARE FUNDED HERE IN OHIO COUNTIES ARE PRIMARILY FUNDED BY SALES TAX CITIES ARE PRIMARILY FUNDED BY INCOME TAX AND SCHOOL SYSTEMS ARE PERMIT PRIMARILY FUNDED BY PROPERTY TAX AND STATE FUNDING.

SO YES, IT IS TRUE. WHEN WE ARE DISCUSSING TIFFS, THE SCHOOL SYSTEM IS THE ENTITY THAT MISSES OUT THE MOST ON THE INCREASED TAX AMOUNT ON THE PROPERTY. HERE IN MARYSVILLE. WE HAVE TWO DIFFERENT TYPES OF TIFFS. ONE IS RESIDENTIAL ONE IS COMMERCIAL. THE DIFFERENCE BETWEEN THESE TWO IS VERY SIGNIFICANT. RESIDENTIAL TIFFS BY THEIR TITLE ARE DESIGNED FOR NEIGHBORHOODS WHICH USUALLY CONTAINS CHILDREN THAT NEED TO BE EDUCATED BY THE SCHOOL SYSTEM. COMMERCIAL TIFFS ARE FOR BUSINESSES AND JOBS AND DO NOT TYPICALLY COME WITH CHILDREN THAT NEED TO BE EDUCATED BY THE SCHOOL SYSTEM. THERE IS ONE EXCEPTION TO THAT. AND THAT IS THAT MULTI FAMILY IS ACTUALLY CONSIDERED A COMMERCIAL TIFF. BUT BASED ON THE RENTAL RATES AND THE LIMITED BEDROOMS, MOST IT FOR THE MULTI FAMILY THAT ARE BEING BUILT NOW OR ONE OR TWO BEDROOMS. WE USUALLY DON'T SEE AS MANY CHILDREN IN OUR NEW MULTI FAMILY HOUSING AREAS AS WE USED TO SEE. 20 YEARS AGO. DISCUSSED THE RESIDENTIAL TIFFS IN EARLY TWO THOUSANDS. CITY'S WATER TREATMENT FACILITY WAS OVERCAPACITY, OVERCAPACITY AND VERY OUTDATED. THE EPA REQUIRED THE CITY TO BUILD A NEW ONE FUNDS WERE NOT AVAILABLE TO COMPLETE THAT CONSTRUCTION IN THE NEAR TERM. WITHOUT A DEDICATED SOURCE OF REVENUE THAT COULD BE USED AS COLLATERAL FOR THE NECESSARY LOAN. SO IN 2004 IN COLLABORATION WITH THE THEN SUPERINTENDENT AND SCHOOL BOARD , THE CITY CREATED A NEW RESIDENTIAL TIFF ON THE FOLLOWING NEIGHBORHOODS. ADINA POINT WALKER MEADOWS, KEYSTONE CROSSING. CHESTNUT CROSSING LINKS VILLAGE WOULD SIT MILL VALLEY SCOTT FARMS AND THE LEGENDS SHOULD BE NOTED. THE PEOPLE IN THOSE NEIGHBORHOODS ARE PAYING THE EXACT SAME TAX RATE AS ALL THE OTHER NEIGHBORHOODS. IT'S JUST WHERE THE MONEY IS GOING IS DIFFERENT. THE RESIDENTIAL TIFF FUNDS WERE DESIGNATED TO BE USED FOR A PORTION OF THE DEBT PAYMENT OF THE CONSTRUCTION COSTS OF THE WASTEWATER TREATMENT PLANT ALONG STATE ROUTE 33, WHICH I BELIEVE WAS APPROXIMATELY $210 MILLION WAS THE TOTAL PROJECT LINES AND EVERYTHING THE LINES AND EVERYTHING. THESE TIPS WERE CREATED TO NOT ONLY HELP PAY FOR THE NEW FACILITY TO SERVE THE CURRENT RESIDENTS. BUT ALSO TO BUILD A LARGE ENOUGH FACILITY THAT COULD SERVE THESE NEW NEIGHBORHOODS. RESIDENTS ALONG WITH THE FUTURE GROWTH AS WELL.

AT THIS TIME, WE ALSO BECAME THE WATER AND SEWER UTILITY PROVIDER FOR THE ENTIRE COUNTY RESIDENTS ON OUR UTILITY SYSTEM THAT LIVE OUTSIDE THE CITY LIMITS. 10% HIGHER RATE THAN THOSE INSIDE THE CITY LIMITS. EXTREMELY IMPORTANT IF THESE TWO FUNDS WERE NOT IN PLACE. THOSE NEIGHBORHOODS WOULD NOT EXIST. AND IF YOU LIVE IN ONE OF THOSE NEIGHBORHOODS, AND YOU LIKE MARYSVILLE, YOU WOULDN'T BE HERE. WE COULDN'T HAVE GROWN. ALL THE RESIDENTIAL TIPS ARE 30 YEAR TIFFS AND ARE SET TO EXPIRE IN 2034 OR 2035, DEPENDING ON THE EXACT DATE OF COMMENCEMENT FOR EACH INDIVIDUAL TIFF. THESE ARE THE ONLY RESIDENTIAL TIFFS WE HAVE INSTITUTED, AND THIS BODY HAS STATED PUBLICLY THAT WE HAVE NO INTEREST IN PLACING ADDITIONAL RESIDENTIAL TIFFS. AS PART OF THE TIPS CREATION, A COMPENSATION AGREEMENT BETWEEN THE SCHOOL AND THE CITY WAS ALSO RATIFIED. IT REQUIRES THE CITY TO SEND A PERCENTAGE OF THE TIFF REVENUES BACK TO THE SCHOOL AFTER EACH COLLECTION BY THE COUNTY AUDITOR, WHICH IS TWICE A YEAR. THE PERCENTAGE FORMULA USD COLLECTION RATES OF THE COUNTY AUDITOR. BUT IT DOES NOT GENERALLY DEVIATE DEVIATE. MUCH

MORE THAN A FEW 10TH OF A PERCENTAGE POINT FROM YEAR TO YEAR. THESE TWO FUNDS HAVE TO BE DEPOSITED IN THE WASTEWATER TREATMENT FUND OPERATING ACCOUNT AND CANNOT BE CO MINGLED WITH OUR GENERAL FUNDS. THE CITY CANNOT USE THEM FOR ANY PURPOSES OTHER THAN THE WASTEWATER TREATMENT FUND. IN 2022% OF THE TIFF REVENUES FROM ALL RESIDENTIAL TIFFS PAID BACK TO THE SCHOOLS WAS 35% AND EQUALED 1,809,800. AND 18 CENTS. OF COURSE I GET THIS FROM AN ACCOUNTING GUY GIVES ME TO THE PENNY. THE REMAINING REVENUE WAS HELD BY THE CITY IS DEPOSITED INTO THE WASTEWATER OPERATING FUND, AND IT'S USED TO PAY FOR A PORTION OF THE DEBT SERVICE PAYMENT FOR THE WASTEWATER TREATMENT PLANT. SHOULD BE NOTED. THE DEBT SERVICE PAYMENT FAR OUT EXCEEDS THE TOTAL AMOUNT COLLECTED FROM THE TIFFS. AND RETAINED BY THE CITY, AND THIS IS BY DESIGN. ALL USERS, NEW AND OLD NEIGHBORHOODS PAY THEIR SHARE OF THE DEBT SERVICE PAYMENT. WHILE THE TIPS ARE SET TO EXPIRE IN 2034, 2 2035. THE DEBT SERVICE FOR THE PLANT IS SCHEDULED TO PIG BE PAID THROUGH 2047. SO WE, THE CITY WILL STILL HAVE 13 12 TO 13 ADDITIONAL YEARS. THAT WILL NOT BE SUPPORTED BY ANY TIFF REVENUE. THAT WILL ONLY COME OUT OF OUR OPERATIONAL FEES FROM THE ENTERPRISE FUND OF THE WASTEWATER TREATMENT PLANT. AS IT APPLIES TO THE SCHOOL LEVY CURRENTLY ON THE BALLOT. THE INCREASED VALUE FROM THESE RESIDENTIAL TIFF NEIGHBORHOODS WILL BE PAID TO THE CITY AS IT IS TODAY, AND THE CURRENT COMPENSATION AGREEMENT WOULD APPLY. THEREFORE IN THOSE RESIDENTIAL NEIGHBORHOOD AREAS AND INCREASED AMOUNT WOULD GO TO THE SCHOOLS 35% OF THE NEW COLLECTION OR APPROXIMATELY, I THINK IT'S AROUND $350,000. AND AN INCREASED AMOUNT WOULD GO TO THE CITY, WHICH IS ABOUT $690,000. SO WHAT IS THE CITY GOING TO DO WITH THAT INCREASED REVENUE? WE HAVE A FEW OPTIONS.

BUT REMEMBER IT HAS TO BE IN OUR WASTEWATER TREATMENT FUND. WE CAN'T MOVE IT TO A GENERAL FUND TO DO SOMETHING WITH IT. SO CURRENTLY THE CITY'S PORTION WOULD CONTINUE TO BE USED TO PAY DOWN OUR EXISTING DEBT, AND WE COULD POSSIBLY PAY DOWN THE DEBT QUICKER. WE CURRENTLY BELIEVE.

THAT THE WASTEWATER TREATMENT FUND IS PERFORMING WELL. SO THE CITY COULD POSSIBLY USE THESE FUNDS IN A DIFFERENT MANNER. ONE OPTION WOULD BE TO NEGOTIATE WITH THE SCHOOL A NEW COMPENSATION AGREEMENT WITH THE SCHOOL SYSTEM PAIN. BEING PAID A HIGHER PERCENTAGE, ALLOWING THEM TO CAPTURE MORE OF THAT INCREASED REVENUE WITH LESS GOING INTO THE WASTEWATER TREATMENT PLAN TREATMENT FUND. GIVEN THAT THE TIFF REVENUES WERE USED TO SECURE DEBT. ANY MODIFICATION OF THE COMPENSATION AGREEMENT WOULD REQUIRE US TO ENSURE WE WERE STILL ABLE TO MEET OUR FIDUCIARY OBLIGATIONS WHILE NOT VIOLATING ANY DEBT COVENANTS TO OUR BONDHOLDERS, AND TO BE QUITE FRANK 10 YEARS AGO, WE WERE IN VIOLATION OF DEBT COVENANTS. OKAY? ALSO THAT MODIFICATION WHERE YOU REQUIRE THE AGREEMENT OF BOTH THE SCHOOL BOARD AND CITY COUNCIL. WITH ALL THESE PIECES IN PLACE. THIS TYPE OF MODIFICATION WOULD TAKE SOME TIME TO ENSURE THAT ALL PARTIES LEGAL AND FINANCIAL OBLIGATIONS ARE MET. LUCKILY WE WOULD HAVE PLENTY OF TIME TO WORK OUT THOSE DETAILS AS THAT AGREEMENT MODIFICATION WOULD NOT NEED TO BE IN PLACE UNTIL THE FIRST COLLECTION DISTRIBUTION BY THE COUNTY AUDITOR WHEN THE LEVY IS APPLIED. SO ASSUMING THE LEVEE PASSES, UH ON MAY 2ND, WHICH I WILL BE VOTING FOR. THE FIRST DISTRIBUTION WOULD NOT BE UNTIL APRIL OF 2024. SO WE HAVE A LITTLE TIME. ANOTHER OPTION. THIS BOARD CITY COUNCIL COULD CONSIDER IS USING THESE FUNDS TO REDUCE THE SEWER RATES CHARGED TO ALL RESIDENTS ON OUR SEWER SYSTEM. TO OFFER A SEWER RELATE RATE REDUCTION, WE WOULD HAVE OUR UTILITY RATE COMMITTEE

FOR PEOPLE TO TRULY FIX AFFORDABILITY NEEDS. BUT IN GENERAL. ALL I'M SAYING IS DOES MAYORS WILL HAVE AFFORDABILITY PROBLEM? YES. BUT DOES AMERICA HAVE AFFORDABILITY? PROBLEM? YES. OR DUBLIN HAS A LOT MORE BIGGER INDUSTRIES THAT PAY A HIGHER TAX RATE BECAUSE OF THE JOBS THAT ARE LOCATED IN DUBLIN. SO, FOR EXAMPLE, SCOTT FARMS OR THE WOODS THAT MILL VALLEY PEOPLE SAY, YOU KNOW, THESE NEIGHBORHOODS ARE ALL IN A TIPPED IT. NO.
