THESE AREN'T NEW ADVISORY COMMITTEE. THESE ARE EXISTING ADVISORY COMMITTEES AT THE STATE HOUSE ALREADY, UM, RULES. SOME RULES HAVE BEEN RELEASED IN DRAFT FORM , SO THAT'S A LINK THAT YOU CAN EXPLORE. PRODUCT AND DISPENSARIES WHERE IT'S SOLD. TESTING LABORATORIES WOULD BE ABLE TO TEST THE PRODUCT TO MAKE SURE IT'S DOING WHAT THEY WHAT THEY CLAIM OR DO RESEARCH ON IT. UM, THIS IS JUST A SET, OF EXAMPLE. SECURITY RULES TO KEEP IN MIND. YOU MIGHT HAVE, UM, ZONING RULES. YOU HAD TO INSTALL AN ALARM SYSTEM AROUND THE PERIMETER OF THE FACILITY. IF I REMEMBER I ACTUALLY HAD TO HAVE A BACKUP. SYSTEM FOR THAT.

UM, YOU HAVE TO MAINTAIN A CONSTRUCT FENCING, UH, UTILIZE VIDEO SURVEILLANCE AND ENSURE THAT THE PERIMETER IS WELL LIT. SO THE REASON I'M MENTIONING ALL THAT IS SOME OF THOSE REQUIREMENTS YOU COULDN'T PUT IN YOUR ZONING CODE, RIGHT? SO EVERYBODY HAS ASKED. IS THERE A SENSE OF THE NUMBER OF LICENSE NUMBERS? THERE IS, IT'S A LITTLE BIT COMPLICATED TO EXPLAIN. UM SO EACH EXISTING THIS FIRST BULLET POINT, SAYING EACH EXISTING MEDICAL MARIJUANA CULTIVATOR PROCESSOR TESTING LABORATORY AND DISPENSARY, UH, WILL RECEIVE A NON MEDICAL LICENSE FOR THE SAME LOCATION WHERE THEIR FACILITY IS CURRENTLY LOCATED IN OUR THREE COUNTY AREA. WE DON'T ACTUALLY HAVE ANY OF THOSE LICENSES TO MY KNOWLEDGE. UM, EXISTING CULTIVATORS THAT ARE LEVEL ONE CULTIVATORS WILL RECEIVE THREE DISPENSARY LICENSES SO THEY'LL AUTOMATICALLY GET THEM. UM EXISTING LEVEL TWO CULTIVATORS WILL RECEIVE ONE DISPENSARY LICENSE. UM, ADULT USE CANNABIS, ADULT USE CULTIVATORS THAT ARE LEVEL THREE. THAT'S A NEW TYPE OF CULTIVATOR. SO THERE'S GONNA BE 40 NEW LICENSES FOR THOSE TYPES OF CULTIVATORS. SO THAT'S NOT A DISPENSARY LICENSE. UM, EXISTING MEDICAL MARIJUANA DISPENSARIES. AS LONG AS THEY'RE NOT COMMONLY OWNED OR CONTROLLED BY A CULTIVATOR OR A PROCESSOR, THEY'LL RECEIVE AN ADDITIONAL ONE DISPENSARY LICENSE AS WELL. AND THEN THERE'S GONNA BE 50 NEW LICENSES FOR, UH, DISPENSARIES. SO ONE OF THE THINGS THAT I HEARD AT THE OHIO TOWNSHIP WINTER CONFERENCE, MAYBE TWO WEEKS AGO WAS THEY WERE TALKING ABOUT A NUMBER OF 350 DISPENSARY LICENSES. IF YOU KIND OF LOOK AT THAT AND DO THE MATH COMES OUT TO AROUND 350 DISPENSARY LICENSES, SO THAT'S A POSSIBILITY. UM IN THE MEDICAL MARIJUANA PROGRAM. THIS SHOWS YOU THE DISTRICT THAT YOU ALL ARE IN. YOU WERE IN THE UNION CHAMPAGNE AND CLARK. I ALWAYS HATE WHEN OUR LUC AREA GETS BROKEN UP, OF COURSE. UM, BUT THERE WERE TWO DISPENSARY LICENSES AVAILABLE THERE, AND THERE WERE TWO IN THE LOGAN SHELBY IN MIAMI. UH, DISTRICT AS WELL. I BELIEVE BOTH OF THE LICENSES AND YOUR DISTRICT, UH, WENT TO SPRINGFIELD. UH, WELL, WHAT I'M TRYING TO ILLUSTRATE FROM THIS SLIDE IS IN 2021. THE BOARD OF PHARMACY WAS TALKING ABOUT, UH, WHERE LICENSES HAD NOT BEEN GRANTED. AND THE LOGAN SHALL BE A MIAMI ONE GOT SPECIAL ATTENTION BECAUSE NO LICENSES HAD BEEN ISSUED FOR A DISPENSARY. SO THEY DID INCREASE YOUR NUMBER IN YOUR DISTRICT FROM 2 TO 3. THIS SHOWS YOU THE MEDICAL MARIJUANA DISPENSARY LOCATIONS AS OF APRIL 2021. UM SO THE I GUESS WHAT I'M TRYING TO ILLUSTRATE HERE IS IN YOUR IN OUR THREE OR I GUESS FIVE OR SIX COUNTY AREA THERE. THERE ARE NO DISPENSARY LICENSES, SO KEEP IN MIND. THAT'S AN AREA THAT MAYBE SOMEBODY IS GOING TO BE INTERESTED IN. SO THESE ARE THE NUMBER OF MEDICAL MARIJUANA LICENSES. SO THESE AREN'T THE, UH, RECREATIONAL MARIJUANA LICENSES, BUT THIS HELPS GIVE YOU AN IDEA OF HOW MANY LICENSES COULD BE ISSUED. SO THERE WERE 22 LEVEL ONE CULTIVATOR LICENSES , MAYBE 23 IF YOU COUNT THE PROVISIONAL LICENSE AT A LEVEL TWO FACILITIES HAD 14 LICENSES, PROCESSORS HAD 45 AND ONE PROVISIONAL TESTING LABS. THERE WERE JUST 10. AND THEN THERE WERE 100 AND 20 LICENSED DISPENSARIES WITH 12 PROVISIONAL LICENSES. SO IF YOU KEEP IN MIND THAT MATH, I EXPLAINED BEFORE, THAT'S HOW YOU COME UP TO AROUND 350. SO LOCAL POWERS IN GENERAL REVISED CODE RULES FOR YOU ALL AS THE LAW READS TODAY. THIS, OF COURSE, CAN CHANGE. UM MUNICIPAL AND TOWNS, MUNICIPALITIES AND TOWNSHIPS CAN PROHIBIT OR LIMIT THE NUMBER OF ADULT USE OPERATORS, WHICH ARE CULTIVATORS, PROCESSORS OR DISPENSARIES. YEAH EARLY, EARLY EARLY ASPECTS ASPECTS OF, UH, DRUM VILLAGE. ELSE. UM YEAH, ACTUALLY TO PIGGYBACK ON THAT ONE'S CARD. SO IF YOU LOOK AT THE MAP OUT HERE AND YOU SEE THE NUMBERS, 17 YOU KNOW, UH, WHICH IS UNDER A PILOT NEIGHBORHOOD SECTION NINE. WATER ONLY. THERE ARE 17 IS CALLED WELLS ROAD. OK WELL ROAD IS THE LOWEST POINT IN THE WHOLE DEVELOPMENT. YOU KNOW, SO AND THAT'S WHY THE DEVELOPER AT THAT TIME DID PUT IN A 10 MILLION GALLON, UM, LIFT STATION AT THE EXPENSE OF THE DEVELOPER AND THE DEVELOPMENT. UH, SO THAT ALL OF THE SEWER DRAINS INTO THE LIFT STATION THAT'S OUT THERE, AND YOU WOULDN'T KNOW IT WHEN YOU WHEN YOU DRIVE BY IT, BECAUSE IT'S A BEAUTIFUL BUILDING ON TOP OF IT. YEAH BUT IT IT'S ABOUT A, UM UM 75 FT DEEP PIT. YEAH, WHERE THE SEWER GOES INTO, AND THEN IT GETS LIFTED, AND THEN IT FOLLOWS ALONG 17. AND THEN THROUGH ALL OF THE LAND, IT MAY END US AND THEN FINALLY WINDS UP OVER IN. UM UH, AT AT OUR, UM, UH, SOBER TREATMENT PLANT. YEAH, SO AND AGAIN, IT PROBABLY IT WAS FOR SEVERAL REASONS AT THE TIME.

SINCE WE ALREADY HAD EXPANDED, UM THE MORE THE AMOUNT OF MONEY THAT WE COULD, BECAUSE AGAIN FOR LIFT STATION YOU'RE LOOKING AT, UM, SOMEWHERE IN THE NEIGHBORHOOD OF ABOUT 10 TO $12 MILLION, AND IT WAS MORE ECONOMICAL FOR THE DEVELOPER TO PUT IN THAT LIFT STATION INSTEAD OF US DOING IT SO MOST EVERYTHING AROUND THIS AREA AT SOME TIME IN THE FUTURE, YOU'RE GOING TO SEE WATER ONLY BECAUSE THEY HANDLE THEIR OWN WASTEWATER INTO THE LIFT. IF I WAS RIGHT, UH, SHE HAD TALKED ABOUT SHE HAD GIVEN US THIS PRINT OUT HERE AND TALKED ABOUT SOME OF THESE NICE DOWNTOWN NEIGHBORHOODS, AND I JUST WANTED TO REITERATE. UH, WELL, A COUPLE OF POINTS YOU MENTIONED WAS CLOSER. A LOT LINES CHALLENGE BUILDERS TO KIND OF, UH, APPROACH DEVELOPMENT WITH THE STYLE AND SOME OF THE DOWNTOWN NEIGHBORHOODS THAT WERE CITED. UH, IF YOU LOOK AT OUR COMP PLAN PAGE 15 THERE ARE TWO TYPES OF KIND OF SKETCHES THAT WHEN SURVEYING RESIDENTS IN THIS CITY BACK IN WHAT 2017 2018 TIME FRAME GOT THE HIGHEST NUMBER OF VOTES FOR SINGLE FAMILY RESIDENTIAL, AND IT WAS, UH, STRUCTURES WHICH HAD REAR LOADED PROP, UH, KIND OF REAR LOADED ENTRY FROM A STREETS PERSPECTIVE . UH AND THEN YOU HAD THE SECOND PLACE. 99 VOTES WAS JUST A PICTURE OF ESSENTIALLY OUR DOWNTOWN NEIGHBORHOODS. UM, SO AND THEN I THINK WHAT BECOMES THE BIGGEST CHALLENGE AND WE TALKED ABOUT THIS. UH, IT'S IN A COUPLE DIFFERENT POINTS IN TIME IN PLANNING COMMISSION WAS JUST HAVING A, UH, REAR LOADED LOTS, UH, FROM A BUILDER'S PERSPECTIVE SEEMS TO BE ECONOMICALLY CHALLENGING, I THINK IS HOW IT'S BEEN PRESENTED. UM I WOULD YOU KNOW, I WOULD WELCOME IDEAS THAT COULD APPROACH DEVELOPMENT IN A MORE KIND OF HISTORICAL OR EVEN A GRID DEVELOPMENT PATTERN. I THINK THEY'RE INTERESTING. IT'S HISTORIC. REAR LOADED GARAGES IS WHAT YOU HAVE. I DON'T KNOW IF IT'S ALWAYS ECONOMICAL FOR DEVELOPERS TO DO, BUT IT DOES SCORE HIGH. THOSE TYPES OF, UH, LAYOUTS DO SCORE HIGHEST, UM, WHEN YOU ACTUALLY SURVEY OUR RESIDENTS, UM I WOULD SAY, ARGUABLY SOME OF THE STRUCTURES THAT WERE BUILT THAT COMPRISE THE DOWNTOWN. UM THEY HAD A LOT OF ARCHITECTURE GO INTO THEM. UM BUT THEY'RE REAR LOADED. THEY DON'T NECESSARILY HAVE ATTACHED GARAGES. BUT I WOULD KIND OF SECOND. SOME OF THE THINGS THAT ARE THAT ARE SAID I JUST THINK THAT, UM IT DOES TAKE A, YOU KNOW, SOME, UH, INNOVATIVE TYPES OF APPROACHES. MAKE IT HAPPEN IN TODAY'S WORLD. SO UH, ANOTHER COMMENT.
