AND IT FOCUSED ORIGINALLY JUST ON JOBS, PAYROLL AND INVESTMENT.

THEY WANTED TO SEE A NEW LOOK AT THE INCENTIVE AGREEMENT AS WELL. AND SO WE BEGAN THAT PROCESS. WE HIRED A CONSULTANT, JAMIE GENTRY, AND MARTY BRENNER, WHO ARE WELL KNOWN IN THE COLUMBUS REGION, TO LOOK AT THE INCENTIVE POLICY TO SEE HOW THEY CAN IMPROVE IT.
THEY ACTUALLY INTERVIEWED EACH OF OUR STAKEHOLDERS. SO THE CITY, THE COUNTY, THE TOWNSHIPS, ALL THE SCHOOL DISTRICTS WERE ALL INTERVIEWED INDEPENDENTLY. I WAS NOT IN THOSE MEETINGS. SO THE SO THEY COULD GET IDEAS AND THOUGHTS ON HOW THEY COULD IMPROVE IT AND MAKE IT BETTER FOR ALL PARTIES INVOLVED. CAN YOU SURE. CAN YOU JUST STATE I DON'T KNOW IF YOU DID, I DON'T I DON'T THINK I HEARD YOU. COULD YOU JUST STATE WHO THOSE PARTIES WERE THAT YOU ENGAGED WITH? YEAH. SO THE CITY, UNION COUNTY, MILLCREEK TOWNSHIP, ALLEN TOWNSHIP, JEROME TOWNSHIP, TOLTEC. I'M GOING TO GO FROM SOUTH TO NORTH. SO JUST SO THAT WE KNEW THE PROS AND CONS AND MAYBE SOME OF THE COST RAMIFICATIONS. SO COLUMBUS IS BUILDING A NEW PLANT AT HOME ROAD IN THE CREEK. SO WE HAD WE TOUCH BASE WITH THEM, TALKED TO MID-OHIO BRIEFLY AND DELCO WATER AS WELL. SO WE DO HAVE THOSE OPTIONS IF AND WHEN WE WANT TO MAKE A DECISION. BUT AT LEAST WITH CITY OF COLUMBUS, IT SEEMED LIKE THEY WOULD LISTEN TO ANY PROPOSAL THAT WE HAD. BUT IT DIDN'T SEEM IT DIDN'T SEEM VIABLE. SAME. SAME REALLY WITH DELCO. SIMILAR TO OUR SYSTEM, OUR WATER LINES GET SMALLER AS WE GET CLOSER TO THE COUNTY LINE. THEY'RE DOING THE SAME THING BECAUSE YOU TYPICALLY DON'T JUMP TERRITORIES FOR LACK OF A BETTER TERM, WATER REUSE, THAT THAT'S PROBABLY GOING TO BE A FOCUS. CENTRAL OHIO IS THEY'RE KIND OF EVERYBODY'S ON THE SAME BOAT AS US OR ANY OTHER COMMUNITY AS THE WATER USAGE GOES UP. BUT WATER REUSE SEEMS TO HAVE THE BACKING OF, WE'LL SAY, COLUMBUS, BUT THE EPA MORE IMPORTANTLY. SO THAT IS ESSENTIALLY WHERE YOU'RE ABLE TO TREAT THE EFFLUENT THAT GOES TO THE CREEK AND BE ABLE TO TREAT THAT AND MAKE IT DRINKING WATER.SO CURRENTLY, NO ONE'S REALLY DONE IT IN COLUMBUS, ALTHOUGH IN SOME MORE OR SORRY IN OHIO. BUT FOR WHERE THERE'S AREAS THAT AREN'T SERVICED AS WELL BY WATER, SUCH AS FLORIDA AND CALIFORNIA, THEY HAVE DONE IT THERE AND THEY'RE MAKING, MAKING CHANGES TO THE RULES AND REGULATIONS THAT I SEE COMING DOWN THE ROAD, MAYBE 2 OR 3 YEARS FROM NOW, WHERE IT'S GOING TO BE MORE PREDOMINANT IN OHIO AS WELL. WE LOOKED AT AQUIFER STORAGE RECOVERY, WHICH IS WHERE YOU PUMP TREATED WATER DOWN. SO ON A DAY LIKE TODAY, WE'D MAX OUT OUR PLANT AND CREATE 10 MILLION GALLONS OF WATER, EVEN THOUGH WE'RE ONLY USING THREE AND A HALF. AND THEN WE'RE ABLE TO STICK THAT IN THE AQUIFER. REAL SIMILAR TO, WELL WATER, BUT IT'D BE TREATED. YOU THEN PUMP IT BACK UP, TREAT IT AGAIN. ALTHOUGH MUCH, MUCH LESS INTENSIVE TREAT TREATMENT. AND THEN YOU'D BE ABLE TO ESSENTIALLY BE ABLE TO CONNECT THAT TO YOUR WATER LINE. SO AGAIN SOME TECHNOLOGIES AGAIN AQUIFER STORAGE AND RECOVERY IS DONE ELSEWHERE. IT JUST HASN'T MADE IT TO OHIO YET. SO FROM OUR PERSPECTIVE, WE NEVER DON'T REALLY WANT TO BE THE FIRST TO TRY SOMETHING IN OHIO, BECAUSE THERE'S GOING TO BE A LOT MORE HOOPS THAT YOU HAVE TO JUMP THROUGH. SO HOPEFULLY SOMEBODY ELSE DOES IT, AND THEN MAYBE WE CAN COPY OFF OF THEM AT A LATER DATE. SO THIS IS SOME OF THE MODELING THAT WE DID. AGAIN IT'S ALL PRETTY PRETTY PICTURES THAT LOOK A LOT BETTER WHEN IT'S ON A COMPUTER. BUT IT LOOKED AT MINIMUM PRESSURES. IT LOOKED AT CAPACITY OF THE WATER LINES. AND THEN AS WELL A CRITICALITY CRITICALITY ASSESSMENT, WHICH REALLY ALL THAT MEANS IS IF THIS WATER LINE BROKE, HOW MANY CUSTOMERS WOULD BE OUT OF SERVICE? AND NO SURPRISE, AT LEAST TO ME, INDUSTRIAL PARKWAY IS ORANGE. SO IF THAT BROKE, WE'D HAVE SOME CUSTOMERS OUT. AND THEN THE LONG LINE THAT GOES GOES DOWN TO JEROME VILLAGE. SO UNTIL WE GET THAT TIED IN AT A DIFFERENT LOCATION FOR REDUNDANCY, THOSE WILL BE THE SAME FOR MANY YEARS. SO WITH THAT CONSULTANT CAME UP WITH A COUPLE DIFFERENT ALTERNATIVES.
ALTERNATIVE ONE WAS BUILD A NEW PLANT CLOSER TO THE, YOU KNOW, FURTHER DOWNSTREAM SO THAT YOU CAN PUMP OUT OF THE CREEK AND GET SOURCE WATER TO YOUR PLANT. SO THAT WAS REALLY THE BIG ONE THERE. AND THEN, YOU KNOW, YOU'D HAVE TO INSTALL WATER LINES TO BE ABLE TO GET THAT TO YOUR, YOUR CUSTOMERS AND YOUR EXISTING INFRASTRUCTURE. SO I'M LOOKING AT ALL THOSE. THE APPROXIMATE COST FOR THAT WAS $215 MILLION PLUS OR MINUS. THAT BEING SAID, THEIR PLANNING LEVEL ESTIMATES.
SO THEY'RE THEY'RE SAYING HEY, IT'S 5000FT OF WATER LINE. WE'RE GOING TO ASSUME THAT'S $100 A FOOT AND THAT'S HOW YOU GET A COST. SO I WOULD SAY, YOU KNOW, THAT'S SOMEWHERE IN THE PLUS OR MINUS, YOU KNOW, 10% OR 20% RANGE AS WELL. THAT IS A TWO DAY COST. SO IF WE BUILD A PLANT OR THIS DOESN'T HAPPEN FOR FIVE YEARS, YOU KNOW, YOU COULD EXPECT THAT COST TO GO UP A LITTLE BIT FOR CERTAIN. SO THAT WAS IN FIVE YEARS. THEY SAID IN YEAR SIX THROUGH TEN, YOU KNOW, CONTINUE TO MAKE SOME IMPROVEMENTS SO THAT YOU CAN GET WATER TO EVERYWHERE YOU NEED.
BUT THAT TOTAL WAS 26 MILLION. SO ALL IN ALL, IT'S RIGHT AROUND 240 MILLION. AND THEN ALTERNATIVE TWO, WHICH IS SEEMS TO BE THE ROUTE THAT, YOU KNOW, AT LEAST CURRENTLY WE'RE TRYING

TO PLAN FOR. THAT INCLUDES ESSENTIALLY JUST MAXING OUT THE CURRENT PLANT AS MUCH AS POSSIBLE. SO UTILIZING AS MUCH CAPACITY THERE BEFORE YOU WOULD ELECT TO BUILD A NEW PLANT. SO THE BIG ONE THERE, IT DEALS WITH THE REDUNDANCY ISSUE I MENTIONED ON THE CRITICALITY ANALYSIS, WHERE WE ARE GETTING THAT REDUNDANT LINE TO CONNECT TO CENTRAL TO EXCUSE ME, TO CONNECT 42 AND 33 UP TO SCOTLAND. IT'S ALSO CONNECTING OUT TO JEROME VILLAGE. AND THEN AS WELL IT'S GOING THROUGH MARYSVILLE EAST AND CONNECTING UP AT COUNTY HOME ROAD, SO THAT ONE MUCH MORE COST EFFECTIVE RIGHT AROUND 81 MILLION. BUT AGAIN, THAT'S OBVIOUSLY STILL QUITE A BIT OF MONEY. AND THEN IN YEAR SIX THROUGH TEN, YOU KNOW, START LOOKING AT EXPANDING THE RESERVOIR AND SOME THINGS LIKE THAT THAT I ALLUDED TO. SO THAT IS RIGHT AROUND 69 MILLION. SO ALL IN ALL NOT REAL GOOD ON MY TOES. BUT THAT SOUNDS LIKE ABOUT 150 150 MILLION. AND AGAIN, THAT'S ALL BASED ON THE DEMAND THAT THEY'RE PROJECTING, AS WE SAW WITH THE PREVIOUS DEMANDS THAT THEY PROJECTED, THEY WERE VERY CONSERVATIVE, SINCE WE'RE NOWHERE NEAR WHERE THEY THOUGHT WE'D BE IN 2010. SO THAT'LL ALL BE ON A, ON AN ANNUAL BASIS. YOU KNOW, SOME OF THESE MAYBE WE DESIGN AND SHELVE, YOU KNOW, PURCHASE THE EASEMENTS AND GET THINGS LIKE THAT. BUT AS IT RELATES TO GETTING MORE WATER TO WHERE WE NEED IT, IT'S ALL GOING TO BE DEMAND BASED FOR THE MOST PART. SO RECOMMENDED. SO WE'VE DONE THAT AND THEN ALSO SUBMIT A REQUEST TO THE EPA FOR INCREASING THE SAFE YIELD, WHICH IS HOW MUCH WATER THEY'LL ALLOW US TO TAKE OUT OF THE RESERVOIR.
SOME OTHER THINGS. THEY HAD WATER REUSE PLANNING, WHICH WE'VE DONE A PRELIMINARY STUDY ON OUR SYSTEM. YOU'LL PLAN TO SEE IF YOU CAN PURCHASE WATER. SO WE HAVE HAD THOSE PRELIMINARY CONVERSATIONS AS WELL. THEY TALKED ABOUT IDENTIFYING POTENTIAL LOCATIONS FOR A NEW WATER TREATMENT PLANT. SO I'VE GOT A COUPLE SLIDES ON THAT TO UPDATE COUNCIL ON. BUT THEN A LOT OF IT'S MONITOR. HOW MUCH WATER ARE YOU GUYS PRODUCING. YOU KNOW IF WE ALL OF A SUDDEN DOUBLED TOMORROW SOMEHOW IT'D BE LIKE ALL RIGHT COUNCIL WE MIGHT NEED TO SPEED THIS UP. SO THAT'S WHY WE'RE VERY CONSERVATIVE BUT REALLY CAUTIOUS ABOUT HOW MUCH WATER WE'RE SELLING TO COMPANIES. AS WAS DISCUSSED WHEN ERIC WAS PRESENTING EARLIER. SO REALLY, THE FIRST STEP THAT WE'VE DONE SO WE HAVE PURCHASED 81 ACRES, WHICH IS A PRESS RELEASE A WEEK OR TWO AGO THAT ANNA PUT OUT. SO THIS IS ON BROWN ROAD. SO IT'S BETWEEN BROWN ROAD AND HINTON MILL. WE WERE ABLE TO PURCHASE THAT PROPERTY. IT'S CLOSER TO THE STREAM. YOU CAN SEE THAT BACK IN HERE IS THE CREEK. SO AGAIN NOT CLOSE. CLOSE BUT PRETTY DARN CLOSE WHEN YOU LOOK AT SOME OF THE PARCEL LINES THAT ARE OUT THERE, WE WERE MADE AWARE OF THIS. AND ON JANUARY 24TH AND SOMETIME TOWARDS LATE FEBRUARY, WE WERE WE WERE SUCCESSFUL IN THE AUCTION TO BE ABLE TO GET THAT PROPERTY. SO WE KNEW, AT LEAST FROM A SIZE PERSPECTIVE, WE'D BE ABLE TO MAKE IT FIT. BUT THE WAY I GUESS I KIND OF SEE IT MAYBE WORKING OUT AT SOME POINT.
OUR WATER PLANTS HERE, IT'S A PRETTY BIG PARCEL JUST TO THE NORTH THAT MATCHES OUR CURRENT RESERVOIR AREA. SO THIS COULD BECOME A RESERVOIR. AND NOW WE'RE VERY CLOSE TO THE CREEK WHERE WE WOULD PUT A DAM ANDMP S GENERAL VICINITY, PUMP IT TO THE RESERVOIR SIMILAR TO WHAT WE HAVE NOW. AND THEN IT'D BE DIRECTLY ADJACENT TO THIS WATER TREATMENT PLANT. SO AT LEAST FROM CITY STAFF'S PERSPECTIVE, WE THOUGHT IT WAS WISE. YOU KNOW, OBVIOUSLY WE CAN'T DO A YEAR LONG STUDY TO MAKE SURE THIS IS THE BEST SITE. IT SEEMS LIKE IT'S IN THE LOCATION. IT CHECKS ALL OF THE BOXES, BUT WITH SOME OF THE, YOU KNOW, POTENTIAL LEGAL CHANGES, YOU

THEY WERE SHOWN QUITE A BIT MORE, BUT IT SEEMED A LOT CLOSER THAN WHAT I THOUGHT IT'D BE. SO THE ORIGINAL STUDY WAS ASSUMING THAT ALL THE GROWTH THAT WE WOULD SEE WOULD ALL BE INCORPORATED IN THE CITY OF MARYSVILLE. THERE WERE NOT PLANS FOR SERVICING LIKE JEROME TOWNSHIP, BUT I WOULD BE CURIOUS IF THE POPULATION OF MARYSVILLE AND JEROME TOWNSHIP MATCHES, YOU KNOW, TOGETHER WHAT THEY WERE PROJECTING. THE OTHER THING THAT HAPPENED WAS, YOU KNOW, WE WERE LOOKING AT EXISTING WATER USAGE OF THE HOMES. AND SINCE THAT TIME, YOU KNOW, WE SAW A LOT OF CHANGES, THE NEW HOUSES THAT GOT BUILT, THEY USE SHOWERS THAT USED A LOT LESS WATER THAN THE HOUSES FROM 40 YEARS AGO. THEY USE THE WASHING MACHINES, USE TWO THIRDS LESS WATER. THE TOILETS USE TWO THIRDS LESS WATER. YOU KNOW THOSE TWO THINGS RIGHT THERE.
USE THE MOST WATER OF YOUR HOUSEHOLD. EVEN WASH DISHWASHERS USE LESS WATER. SO ONE OF THE THINGS YOU KNOW, THAT KIND OF HAPPENED WAS, YOU KNOW, WE WERE GROWING AND WE PUT THESE PLANS FORWARD. AND IT'S REALLY WEIRD TO ALWAYS SEE THE WATER USAGE AT OUR PLANT JUST KIND OF STAY THE SAME YEAR AFTER YEAR AFTER YEAR AFTER YEAR, JUST STAY THE SAME BECAUSE ALL THE NEW HOUSES THAT WERE BUILT WERE USING LESS. AS FAR AS THE ECONOMIC INCENTIVE PLAN AND WATER MASTER PLAN AND THINGS LIKE THAT. AND I THINK TO ME, IT'S IMPORTANT TO ME, THIS PUSH MOVING FORWARD TO MAKE THINGS METHODICAL, PREDICTABLE, BALANCED, SUSTAINABLE. AND IN THE MID THE MIDDLE OF OUR COUNTRY WE HAVE TORNADOES, YOU KNOW, TRAGIC TORNADOES AND WHATNOT AND SOME OF THOSE THINGS. WHEN I TALK TO MY DAUGHTER, WHEN SHE'S A LITTLE BIT YOUNGER, SHE WOULD GET VERY, YOU KNOW, FRIGHTENED AT THAT THOUGHT OF WHAT IF THAT HAPPENS HERE IN OHIO AND I'VE ALWAYS KIND OF SAID, WELL, YOU KNOW, OHIO REALLY IS A GOOD PLACE TO BE. WE HAVE SOME TORNADOES HERE AND THERE, BUT THEY'RE NOT LIKE THEY HISTORICALLY. THEY HAVEN'T BEEN LIKE THEY ARE IN THE MIDDLE OF THE COUNTRY. AND GIVE HER GIVE HER SOME ASSURANCE. AND WITH SAYING THAT, I THINK WHEN YOU SEE THAT MARYSVILLE WAS PLANNING SINCE 1990 TO BUILD WATER, A WATER PLANT AND HAVE THAT STEADY GROWTH, I THINK REPRESENTS THE DUE DILIGENCE THAT AS A MEMBER OF GOVERNMENT, YOU HAVE TO MAKE SURE THAT YOU ARE THINKING ABOUT THE LONG TERM, NOT JUST THE SHORT TERM. AND I THINK THAT AS A DAY OF SOCIAL MEDIA AND SOUND BITES, SO MANY PEOPLE ARE FORGETTING THAT JUST BECAUSE YOU CAN'T SEE PAST THE ENDING OF YOUR NOSE DOESN'T MAKE IT SCARY.
