AND WE'RE GOING TO WE'VE REMOVED OUR PROPOSING TO REMOVE A PROVISION THAT WOULD REFUND A PRORATED AMOUNT OF THAT FEE BACK TO THE PROPERTY OWNER IF THEY WERE TO REMOVE THE [01:00:01] PROPERTY FROM THE VACANT BUILDING REGISTRATION. SO THEY SELL IT, GET IT REOCCUPIED OR WHATEVER. WE'RE JUST GOING TO REMOVE THAT FROM THE CODE. WHAT OTHER COMMUNITIES ARE DOING THROUGHOUT THE STATE? MOST MOST COMMUNITIES THAT HAVE A VACANT BUILDING REGISTRATION, THEY SPLIT IT INTO RESIDENTIAL AND COMMERCIAL, AND THEIR FEES START AT 200 TO 400. AND THEY JUST DOUBLE EVERY YEAR. AND DISCUSSING WITH THIS WITH TIM, I THINK IT'S BEST THAT OUR FEES BE STRUCTURED IN A WAY THAT WE CAN ARTICULATE. LIKE WHAT THOSE, YOU KNOW, HOW WE'RE INCURRING THOSE COSTS AND NOT JUST ARBITRARILY CHARGE $3,200 A YEAR FOR RESIDENTIAL PROPERTY. SO WITH THAT, WE'VE CUT IT DOWN FROM A FIVE YEAR CYCLE TO FOUR. SO ONCE YOU HIT FOUR, YOU'RE PAYING THE, YOU KNOW, THE THE PROPOSED FEE WOULD BE THAT $1,500, $1,500 FOR RESIDENTIAL PROPERTY FOR THE FOURTH AND EVERY CONSECUTIVE YEAR SUBSEQUENTLY VACANT YEAR FOR THAT PROPERTY. COMMERCIAL IS THOSE FEES ARE A LITTLE BIT HIGHER BECAUSE THERE'S GOING TO BE YOU KNOW, OFTENTIMES THOSE COMMERCIAL BUILDINGS ARE LARGER THAN A RESIDENTIAL BUILDING. THERE'S GOING TO BE MORE ADMINISTRATIVE TIME THAT GOES INTO MONITORING THOSE FOR VIOLATIONS, GETTING NOTICE TO THE PROPERTY OWNERS AND ADDRESSING THOSE ISSUES. INDUSTRIAL. WE WORKED WITH THE PUBLIC SAFETY SERVICE COMMITTEE TO COME UP WITH A PRICE PER SQUARE FOOT. AND ON THE NEXT SLIDE, WE'LL SEE WHAT THAT WOULD LOOK LIKE BASED ON, YOU KNOW, 10,000 SQUARE FOOT BUILDING, 60,000 SQUARE FOOT BUILDING, ETCETERA. RIGHT NOW, IT'S IF IT'S 50% OF THE AVAILABLE UNITS AND OR 50% OF THE AVAILABLE FLOOR SPACE IS VACANT, THEN YOU HAVE TO REGISTER IT. AND THAT'S JUST A LITTLE BIT OF CONFUSING, A LITTLE BIT CONFUSING FOR PROPERTY OWNERS. SOMETIMES YOU DON'T KNOW, LIKE A STAFF HAS A HARD TIME DETERMINING WHICH IS MORE SO WE'VE. CHANGED IT TO WHERE IT'S JUST 50% OF THE AVAILABLE FLOOR SPACE, OR MORE IS VACANT THAN THEY WOULD BE SUBJECT TO THE REGISTRATION REQUIREMENTS. IF IT'S A AND THAT'S FOR A MULTI-TENANT BUILDING ONLY. AND THAT'S KIND OF WHERE WE ENDED UP WITH, I THINK THE ADMINISTRATIVE TIME KIND OF REFLECTS THAT OR IS REFLECTED IN THAT. AND I UNDERSTAND WHAT YOU'RE SAYING. I THINK SINCE I'VE BEEN ON COUNCIL, I'VE GONE TO THEM EVERY YEAR. I THINK AS AS REPRESENTATION OF COUNCIL, I DON'T KNOW IF YOU HAVE EVER GONE, GONE TO IT OR NOT, BUT SO, YOU KNOW, LIKE, LIKE MOST CONFERENCES, THERE'S A TONS OF DIFFERENT CLASSES YOU CAN GO TO, WHATEVER TICKLES YOUR FANCY AND YOU LEARN ABOUT WHAT OTHER COMMUNITIES ARE DOING, NOT ONLY IN OHIO AND COLUMBUS, BUT ALL OVER THE COUNTRY. AND OBVIOUSLY WITH SUSTAINABILITY, IT'S ABOUT HOW OUR CITIES ARE BECOMING MORE RESILIENT. AND, YOU KNOW, WE HAVE TO REMEMBER IT'S NOT NECESSARILY ALWAYS ABOUT CLIMATE CHANGE. IT'S IT'S IT'S ALSO ABOUT HOW DO WE SAVE RESOURCES AND MONEY BECAUSE MONEY IS BECOMING TIGHTER AND TIGHTER EVERY DAY, ESPECIALLY AT THE LOCAL LEVEL. AND SO HOW DO WE BECOME MORE SUSTAINABLE? AND LIKE, FOR INSTANCE, WE KNOW THAT A LOT OF CITIES, THEY CAN'T WIDEN THEIR ROADS AND AND CITIES CAN'T AFFORD TO WIDEN ROADS ANYMORE. IT'S TOO MUCH. IT'S TOO EXPENSIVE CURBING CONCRETE, ASPHALT. AND THEN THE WEAR AND TEAR OF THE CHANGING CLIMATE SO RAPIDLY ASPHALT IS CRUMBLING AT A QUICKER RATE AND THOSE KIND OF THINGS. SO A LOT OF CITIES ARE LOOKING AT, OKAY, HOW CAN WE GET PEOPLE FROM POINT A TO POINT B THE QUICKEST WAY POSSIBLE WITHOUT MAYBE USING AN AUTOMOBILE? AND THAT'S WHEN YOU SEE DENSER CITIES BEING BUILT AND PUBLIC TRANSIT AND YOU SEE A BIKE LANE BEING BUILT, AND YOU MIGHT SEE A BIKE LANE ON THE ROAD. SO IT JUST HELPS ENCOURAGE DIVERSITY OF [01:35:02] TRANSPORTATION THAN WHAT MAYBE FROM WHAT CITIES USED TO BE 120 YEARS AGO, COMPARED TO IN THE 50S, YOU KNOW, 50S AND 60S, WHEN PREDOMINANTLY PEOPLE USED AUTOMOBILE. AND SO ONE OF THE THINGS THAT I WANTED TO TAKE AWAY FROM THIS IS SOME CITIES IN COLUMBUS AND THAT I WENT TO, IT WAS HOW TO ENGAGE YOUR YOUTH. AND SO, LIKE COMMUNITIES LIKE BEXLEY AND UPPER ARLINGTON AND COLUMBUS, THEY THEY DO THESE INITIATIVES WHERE THE COUNCIL AND I'M NOT SAYING THAT WE CAN DO THIS OR WE SHOULD DO THIS THIS YEAR, BUT IT'S FOOD FOR THOUGHT IS THEY TAKE LIKE $5,000 AND THEY WILL, YOU KNOW, THEY GO TO THE SCHOOLS AND THEY TELL THE KIDS IT COULD BE HIGH SCHOOL STUDENTS, MIDDLE SCHOOL STUDENTS. AND THEY SAY, HOW CAN YOU YOU KNOW, WHAT THEY THEY SUBMIT A PROJECT TO THE CITY AND THEN COUNCIL APPROVES THE MONEY TO THE STUDENTS ON THEIR PROJECT AND WHATEVER THAT PROJECT IS. SO IN BEXLEY, THEY PLANTED TREES ON THE PLAYGROUND, YOU KNOW, IN THE PLAYGROUND. ONE THING THEY CREATED A COMPOST AND ANOTHER ONE, THE OTHER ONE WAS THEY PUT RECYCLING IN THE DOWNTOWN. SO THERE'S RECYCLING BINS IN THEIR DOWNTOWN. SO IT'S DEFINITELY BASED ON, YOU KNOW, THE AGE BRACKET, YOU GET SOMETHING DIFFERENT. BUT WHEN WE ARE TALKING ABOUT BUILDING COMMUNITY AND SMALL TOWN FEEL, I THINK IT'S IMPORTANT THAT WE ENGAGE YOUNGER RESIDENTS TO ENSURE THAT THEY ARE NOT ONLY UNDERSTANDING THE POLICIES WE MAKE DOES AFFECT THEM, BUT ALSO TO HELP ENGAGE OUR SCHOOLS MORE PROACTIVELY WITHIN OUR CITY. AND I THINK THIS IS JUST SOMETHING THAT, YOU KNOW, IT'S NOT NECESSARILY MAYBE THIS ISN'T THE PATHWAY TO GO, BUT HOW CAN WE AS A COUNCIL ENGAGE OUR SCHOOL SYSTEM AND MAYBE USING YOUNG CREATIVE MINDS TO MAYBE THINK OF SOMETHING OUTSIDE THE BOX THAT WE WEREN'T THINKING ABOUT AND ALSO SUPPORTING THE ENVIRONMENT FOR FUTURE GENERATIONS AS WELL? SO THAT WAS JUST SOMETHING. I MEAN, THERE'S TONS OF INFORMATION. EACH CLASS WAS, WAS SOMETHING, BUT I JUST THOUGHT THAT WAS SOMETHING THAT WAS REALLY SIMPLE FOR ME AS A LEGISLATOR TO THINK ABOUT, HOW CAN I, YOU KNOW, BUILD COMMUNITY PRIDE, SUPPORT EDUCATION, GET STUDENTS INVOLVED. AND, YOU KNOW, ALSO BECAUSE I'M A TREE HUGGER, HOW CAN I SUPPORT THE ENVIRONMENT? SO, MR. PRESIDENT, JUST TO ADD TO YOUR COMMENTS AND AND FOR MEMBERS OF COUNCIL TO KNOW WE WILL BE DOING. WE WILL BE GOING INTO THE HIGH SCHOOL ON OCTOBER 23RD, MEETING WITH SOME OF THE STUDENTS IN REGARDS TO WHERE WE'RE AT ON OUR VISION PLAN AND DOING SOME OF THE SAME THINGS WITH THE STUDENTS THAT WE DID WITH THE COMMUNITY, GETTING THEIR INPUT AND GETTING THEIR THOUGHTS.
