SO WHEREAS DEVELOPMENTAL DISABILITIES AWARENESS MONTH IS RECOGNIZED ANNUALLY IN MARCH AS AN OPPORTUNITY TO CELEBRATE THE INCLUSION OF PEOPLE WITH DISABILITIES IN CIVIC AND SOCIAL LIFE, TO CREATE A STRONG AND TO CREATE STRONG AND DIVERSE COMMUNITIES. AND WHEREAS, LIVING WITH DEVELOPMENTAL DISABILITIES CAN CREATE A VARIETY OF CHALLENGES SUCH AS DIFFICULTIES WITH MOBILITY, COMMUNICATION, SELF-HELP, INDEPENDENT LIVING, AND PHYSICAL AND MENTAL HEALTH ISSUES. SO FIRST, THIS IS A PROJECT OVERVIEW. A LOT OF THE NUTS AND BOLTS, THE PROJECT IDENTIFICATION NUMBER THAT'S RELEVANT FOR ANY, ANY CITIZENS WHO ARE INTERESTED IN LOOKING UP INFORMATION ABOUT THE PROJECT ON OUR WEBSITE. THE PROJECT ACTUALLY SOLD LAST YEAR AND TECHNICALLY HAS ALREADY BEGUN CONSTRUCTION. THE INITIAL WORK LAST YEAR WAS PRIMARILY JUST SORT OF LAYING THE GROUNDWORK FOR THE TRAFFIC IMPACTS THIS YEAR. SO THE CONSTRUCTION OF THE MEDIAN CROSSOVERS, WHICH WE'LL GET INTO THE DETAILS OF A LITTLE LATER, AND THEN THEY'VE BEEN WORKING HERE RECENTLY ON SOME GUARDRAILS. SO NOT A TON OF IMPACTS YET. THE MAIN THE MAIN SHOW SO TO SPEAK IS UP AHEAD. SO CHAD MAYBURY IS THAT ODOT PROJECT ENGINEER WHO WILL BE SUPERVISING THE PROJECT IN A MORE DIRECT LEVEL. AND THEN WADE AGAIN, IS THE AREA ENGINEER. MYSELF AND HANNAH SALEM ARE THE PUBLIC INFORMATION OFFICERS FOR DISTRICT SIX AND INCLUDED CONTACT INFORMATION FOR OUR OFFICE. SO ONE EASTBOUND, ONE WESTBOUND ON US 33 ON THE BYPASS AROUND THE CITY. THEY'LL BE WORKED ON ONE HALF AT A TIME. THAT'S BECAUSE, AS WE KNOW, 33 IS SUCH A VITAL CORRIDOR FOR MARYSVILLE AND FOR PARTS WEST TO GET TO COLUMBUS. WE SAW THIS IN 2024 WHEN WE DID THE THE PAVEMENT REHABILITATION, THE PAVEMENT REPAIRS TAKING 33 DOWN TO ONE LANE IN ONE DIRECTION FOR ANY LENGTH OF TIME IS INCREDIBLY DISRUPTIVE. SO IT WAS IMPORTANT FOR THE SUCCESS OF THIS PROJECT THAT TRAFFIC BE MAINTAINED TWO LANES IN EACH DIRECTION. AND THAT'S WHAT THIS IS GOING TO ACCOMPLISH. SO WE'RE GOING TO DO THAT BY WORKING ON ONE HALF OF EACH BRIDGE AT ONE TIME. AND THEN WHEN THAT HALF IS COMPLETE, THEY'LL MOVE TRAFFIC OVER TO FINISH THE OTHER HALF, AND THEN THEY'LL FLIP AND WORK ON THE BRIDGES ON THE OTHER SIDE. SO IN TOTAL, WE'RE CALLING THIS A TWO YEAR CONSTRUCTION CYCLE. AS I SAID, TECHNICALLY WE HAVE ALREADY ENTERED CONSTRUCTION. THE PROJECT SOLD LAST YEAR. BUT THE PRINCIPAL IMPACTS WITH THE CONTRAFLOW THAT WE'RE GOING TO GET INTO, THAT'S GOING TO BE ABOUT A TWO YEAR DURATION. WITH A BREAK IN THE MIDDLE, THEY'LL OPEN TRAFFIC TO BOTH LANES IN EACH DIRECTION WITHOUT THOSE RESTRICTIONS OVER THE WINTER, TO MINIMIZE DISRUPTIONS AND TO FACILITATE SNOW AND ICE REMOVAL, WHICH, AS WE'VE SEEN THIS YEAR, IS VERY IMPORTANT WORK. SO THIS IS JUST A SIMPLIFIED GRAPHIC, TRIED TO INCLUDE JUST ENOUGH ROADS TO HELP MAKE SURE EVERYBODY COULD FIND THEIR BEARINGS. BUT BASICALLY, YOU CAN SEE THE RED STARS REPRESENT THREE OF THE PAIRS OF BRIDGES.

THAT'S OVER STATE ROUTE TWO, 45, NORTHWEST PARKWAY AND RAYMOND ROAD. AND THE MEDIAN CROSSOVERS.THE WESTERNMOST CROSSOVER IS ACTUALLY SLIGHTLY WEST OF THE POSITION INDICATED ON THIS MAP.
I COULDN'T QUITE FIT IT AND STILL BE ABLE TO COVER THE ENTIRE BREADTH OF THE PROJECT AREA, BUT IN ESSENCE, TRAFFIC WILL ENTER THOSE CROSSOVERS THAT'LL TAKE ONE LANE OF THE OF THE IMPACTED DIRECTION ACROSS THE MEDIAN AND RUN IT HEAD TO HEAD, WHAT WE CALL CONTRAFLOW AGAINST THE TWO LANES OF THE OPPOSING DIRECTION. IF ANYONE'S DRIVEN I-70 WEST OF COLUMBUS, WE HAVE A VERY SIMILAR CONFIGURATION IN PLACE RIGHT NOW FOR OUR PAVEMENT REHAB OUT THERE. AND THEN THE FOURTH LOCATION IS OVER TOP OF WALDO ROAD, SO THAT'S BETWEEN 36 AND ROUTE FOUR. THOSE CROSSOVERS A LITTLE BIT CLOSER TOGETHER. BUT THE IT'LL BE THE SAME BASIC PROCESS. SO THIS IS A SIMPLIFIED GRAPHIC JUST KIND OF SHOWING WHAT THE CONFIGURATION OF TRAFFIC WILL BE. YOU'LL HAVE THAT ONE MAINLINE LANE THAT'S MAINTAINED ON THE SIDE WHERE THE CONSTRUCTION IS OCCURRING. YOU'LL HAVE A CONTRAFLOW LANE ACROSS THE MEDIAN ON THE OTHER SIDE. AND THEN THE TWO MAINTAIN LANES. THEY'LL BE SLIGHTLY SHIFTED TO THE OUTSIDE, SO LANES WILL BE A LITTLE NARROWER. BUT WE WILL. THE IMPORTANT PART IS AGAIN, HAVING THOSE TWO LANES MAINTAINED IN EACH DIRECTION. I THINK THAT HAVING AN OVERALL VISION IS A GOOD DIRECTION IN KNOWING, YOU KNOW, WHEN A PROPERTY LIKE MARYSVILLE STEEL BECOMES AVAILABLE, LIKE, HEY, WE ALREADY KIND OF HAVE AN IDEA OF WHAT WE WANT TO PUT IN A PLACE LIKE THAT. AND WHEN THE VISION PLAN PROCESS STARTED, I WASN'T ON COUNCIL YET. SO THANK YOU TO THE MEMBERS WHO TOOK THE INITIATIVE TO KIND OF GET US MOVING IN THAT DIRECTION. BUT I WAS IN THE ROOM, I ATTENDED ALL OF THE OPEN HOUSES AND, YOU KNOW, NOT AS A PUBLIC OFFICIAL, BUT AS A MOM AND A SMALL BUSINESS OWNER UPTOWN AND SOMEONE RAISING A FAMILY HERE IN MARYSVILLE. AND THERE WERE DOZENS OF NEIGHBORS AND OTHER BUSINESS OWNERS, LONGTIME RESIDENTS. AND THERE WAS THERE WERE GOOD DISCUSSIONS, YOU KNOW, THAT CARMINE AND ED LED, YOU KNOW, ABOUT WHAT PEOPLE WANT THE COMMUNITY TO LOOK LIKE IN THE NEXT FIVE, TEN, 20 YEARS. AND KIND OF THE OVERARCHING THEME THAT I HEARD WAS PRETTY SIMPLE, THAT PEOPLE WANT TO STAY HERE, THEY WANT TO PUT THEIR ROOTS DOWN HERE. THEY WANT STRONG SCHOOLS. THEY WANT SAFE PLACES FOR THEIR KIDS TO PLAY SIDEWALKS AND TRAILS, LIKE WE'VE TALKED ABOUT TONIGHT, WHERE, YOU KNOW, YOU CAN WALK, RIDE YOUR BIKE, YOU KNOW, A TOWN WHERE THERE ARE THINGS TO DO ON A SATURDAY AFTERNOON WITHOUT HAVING TO LEAVE THE COUNTY. AND THEY WANT LOCAL BUSINESSES TO GROW. THEY WANT JOBS CLOSE TO HOME. THEY WANT A COMMUNITY THEIR KIDS WILL SOMEDAY WANT TO COME BACK TO AFTER THEY, YOU KNOW, GO EXPLORE AND GO OFF TO SCHOOL. AND THAT KIND OF FUTURE DOESN'T JUST HAPPEN ON ITS OWN. IT TAKES INTENTION, IT TAK PLANNING, IT TAKES A SHARED VISION. SO WE'RE NOT JUST REACTING TO GROWTH, WE'RE SHAPING IT. AND THAT'S WHAT I THINK THIS PLAN IS LOOKING AT IT TONIGHT. AND I WANT TO SAY THIS PART HONESTLY BECAUSE I THINK IT MATTERS. AND WE HAVE PEOPLE THAT ARE INCREDIBLY BUSY DOING THAT. AND WHEN WE HAD A COUPLE YEARS AGO RECOGNIZED CENTRAL OHIO HAS CHANGED FROM THE TIME OUR OUR COMPREHENSIVE PLAN WAS ADOPTED IN 2018. IT WAS DEVELOPED IN 2017. SOME OF THE SIMILAR KIND OF ASPIRATIONAL POINTS ARE ACTUALLY IN OUR COMP PLAN, BUT IT WAS ADOPTED IN 2018. WHAT HAS HAPPENED SINCE 2018? SINCE 2018, THERE'S BEEN GREAT ECONOMIC DEVELOPMENT THAT HAS COME TO FRUITION IN SOME WAY, SHAPE OR FORM IN CENTRAL OHIO, IN THE REGION. I MEAN, THAT'S THAT'S PARTLY WHY PEOPLE ARE SEEING THEIR PROPERTY TAXES GO UP SO MUCH. IT'S BECAUSE THIS IS A PLACE WHERE PEOPLE WANT TO BE. IT'S VALUABLE. AND, YOU KNOW, WE HAVE SOMETHING THIS COMPANY CALLED INTEL THAT WAS GOING TO LOCATE TO CENTRAL OHIO.
THEY'RE STILL IN PROCESS OF BUILDING YET. WE'RE LOOKING AT A COMPREHENSIVE PLAN THAT WAS BUILT PROJECTING EITHER WE HAVE LOW POPULATION GROWTH, MEDIUM POPULATION GROWTH OR HIGH POPULATION GROWTH. UNION COUNTY NOW IS THE FASTEST GROWING COUNTY IN THE STATE. SO IT WAS, I THINK, RECOGNIZED BY COUNCIL MEMBERS BEFORE ME THAT WE NEED TO TAKE MEASURES TO GET AHEAD OF THIS. AND WE ARE RUNNING LEAN. I HEAR. MR. I ALWAYS SAY WE'RE LEAN AND MEAN. LEAN AND MEAN MARYSVILLE. BUT HOW CAN WE GET AHEAD OF IT? HOW CAN WE GET AHEAD OF IT?
